That would be possible, but I'm not sure that it helps, as there are quite a few people, who are arguing against some of the rules we established.

Why? I don't know.
There is a general consens in what the rules look like in most PB's, but the number of Players leads to discussions about rules, that where discussed before.
Not to mention there are true beginners in the Setup.... like me :D

We played PB18 with 33 players and a lurker Civ.
Current games (All): RtR: PB83
Ended games (Selection): BTS games: PB1, PB3, PBEM2, PBEM4, PBEM5B, PBEM50. RB mod games: PB5, PB15, PB27, PB37, PB42, PB46, PB71 PB80. FFH games: PBEMVII, PBEMXII. Civ 6: PBEM22 PBEM23Games ded lurked: PB18

I can't figure out how to register on civforum.de.
The "random question" is stopping me.
Translate looks like "in the night the sun does not shine, but it..."
tried "werden", which would seem to be correct, but it's not accepted.
• Handycap: Deity is fine.
• Unit gifts: Either no or completely unrestricted. Attempting to limit them will be a problem. For example, what about UUs? Can I trade my Muskeeteers for your Cataphracti?
• Vassals: No
• Goody huts: No
• Events: Yes
• Barbariens: Yes
• City trade: Only if arbiter allows. (To complex to summarize idea here)?
I like the idea, with an arbiter. Trade a city for peace, but can't give away your cities to your ally if you are dying.
What about all the other issues. Trading cities for gain. I give Industrious Friend a city, he builds a wonder for me, gives it back.
I give away a city with a National Wonder so I can rebuild that wonder somewhere else.
• No capital companies (too strong, especially on a huge map.)

The big one is probably "incite city revolt". Drops culture defense (for a single turn) if it works, so you don't need to bombard.
Sabotaging resource tiles (pillages the improvement) is another. If you only have one of the resource, it plays hob with your build queue.
Put spies in your border cities (and your lone uranium tile) as defenders. You'll at least make him run his missions as soon as the spies get there, instead of camping 5 turns for the discount, because your defensive spy has a good chance of killing them.
And if your neighbor is throwing spies at you, run the defense mission on him. It's cheap, though you do have to repeat it every few turns.
Between those two, you'd quadruple his EP costs.
