I'm home now, and I will attempt to replicate the situation in WB and make sure that Avoid Growth does, in fact, do what we expect it should do.

Oh, if the city screen is showing 1t but it isn't 1t, then that would be fine for a reload.

Managed to create a very similar situation in the sandbox. 33/32 food. exactly 100 food/hammers into a settler. Game said 1 turn for the settler. Click next turn... 16/34 food (which equates t 15/34 since there was an extra food) 98/100 hammers in the settler (which equates to 99/100 since there were 100 hammers not 101 as in the game)
Reload, turn on avoid growth and, the settler does, in fact, complete as promised, so, yes, a reload should solve the problem.

<sheepish smile.> It was Swiss Pauli that made the critical catch. I didn't even think of that. We always knew that a newly grown citizen doesn't produce anything that same turn (unlike Civ 3), but I thought that was accomplished by pre-calculating the food/production/culture numbers before applying them. Did not know that growth creates the new population instantly, but he is not assigned to any kind of producing slot until later.
