Copper location really sucks, horses do too but less so. Should be interesting.

You can get a wet wheat with a copper city, so it's not wholly bad. 1NE of copper will be a decent city: riverside, wheat second-ring, on the ocean, and copper first-ring.
The stone is in a powerful location, are you considering nerfing/removing it?

Yeah, stone is in a spot that can be settles early-ish by everyone, at the expense of a awful awful city spot and length to connect it.
Only other thing I've been considering is density of random improvements. Should there be a lot more like 32/39 or lay off them somewhat?
