You don't owe your attackers anything. You can whip down every city to size 1 before it is captured and delete every worker.
The only city where that is slightly questionable is the very last city, because then there is literally no benefit. But for every other city, there is nothing stopping my attacker taking only a few cities and then stopping to rest, and if I only gave him 3-4 size one cities due to spite whipping, then there's no chance of those being turned against me, ever.

I'm tired of trying to debate good sportsmanship. If certain people don't want to respect the people they're playing games with enough to keep themselves from doing spiteful things just because they can, then they better not complain when other people act spiteful towards them in a game. Since it's all fair game, after all.

I think I'm going to remove city trading, multiple whips and pillaging your own land from the mod.

Multiple whips are OK but both pillaging your land and city trading add value to the game I think. The fact that people abuse the mechanics sometimes doesn't justify its removal.

If people can't agree over what is and is not abuse of the system, which this thread is a pretty good indicator that the community can't, then removing them completely is going to be the best option. Minor value is not worth the cost.

Although supply plays no role in Civ and scorched earth is not as effective as it was for Russia during Napoleonic war I do think pillaging your own land is better sportsmanship than handing over size 12 cities without resistance or building wonders for your conqueror.
The one thing I do see as unsportsmanlike is to multiwhip your last city on its last turn (= for units that won't come into existence anyway).
