TBH I'm surprised by now someone hasn't come along and said "Krill that's a horrible idea".

oh, this is fun.

technically, gravship formers could move over water, but not improve the water. land formers and sea formers only improve their respective terrain. and sea formers can't get the gravship chasis, only the foil or ship chasises :P

or is the grav an enhancement? I don't remember, but regardless there was no way to make a former that could improve land and sea.

Gravship was a chassis. It was the no-fuel air chassis.

was it an air chassis?

well then you probably couldnt stick it on a former anyway. you couldnt put a former on a needlejet or chopper chassis (I tried. You could however put a colony pod on a needlejet chassis, which could be very convenient in certain situations).
