It is, and it is a mistake on Nakors' part.

Is there a logical reason for keeping that many units in their capital? Perhaps one of the MP vets can point it out, because I just don't see it: their capital has +6 happy faces, isn't going to grow or whip soon, and say two of those spears and the catapult could be put to good use in the war I'd think (especially the catapult). And it seems like 3 archers, a spear, and an emergency whipped mace/longbow would be quite safe from a sneak attack.

IIRC, because they are in hereditary rule, those units are why there is a +6 happiness surplus. Take some away and it will go down.

Also I imagine they are keeping their forces ungrouped right now so there is no chance of their 'stack of doom' being discovered before it's too late for Jowy to respond.

Those units are too far away to join the T160 attack on Jowy. Probably they're taking no chances with their defenses since it's their best city and it's actually not a backline city (although the only immediate neighbour is mostly harmless, I mean Dantski.)

My guess is that it's mostly Speaker's rampant paranoia and Sullla's desire to avoid a decapitation strike. In any case, I doubt adding one or two spears/archers would make or break their campaign in Greece.
