I just realized we have been forgetting about the change of +1h on mines being moved from Railroad to Replaceable Parts. IMO, this makes Replaceable Parts a lot more attractive now -- enough that I went into our territory and counted mines worked by each city. The grand total was 28 -- which would probably end up being in the low 30s after we also count rounded hammers from forge and bureaucracy. But that is maybe a 7% jump in our MFG, so I'm not sure if it's something worth diverting off Steel for.
It's also cheaper, though - Replaceable Parts is 3 turns for us at break even.
Krill - did you mean for quarries to not get it's +1h moved from Railroads? Because right now it seems out of place for only quarries to get +1h with a railroad on it.
Finally, what half of the turn timer do we want with Black Sword and Bacchus? I don't really care, to be honest -- but I just want to have the same half for both wars to prevent complication

Did some testing, and it looks like a built railroad still gives +1h to mines on top of the +1h given at Replaceable Parts. Quarries do not get +1h at Replaceable Parts but do get +1h from a railroad being built on them.
Pretty sure that's not as intended, and i got the same behavior in 2.0.3.4 and 2.0.3.8

No, that was intended. The change was intended to balance mines against workshops (particularly as their bonuses appear earlier in the mod) not to alter how mines were boosted.
Erebus in the Balance - a FFH Modmod based around balancing and polishing FFH for streamlined competitive play.

Mines with railroads are +0/+3. Workshops in that era are -1/+3. Workshops are 1h worse (than a mined hill tile of the same terrain) but can be boosted to equal with caste, or better with caste + state property. That seems fair. Why would mines need a boost beyond that? Plus, they're not even competing with each other - they can't even be built on the same terrain.

The intention was to move the mine (and presumably quarry) boost forward in time, just like the workshop boost.

It's intended, as you said they aren't competing. Not much time to discuss now, maybe tonight.
