I don't think it's accurate. For one thing, Banking was a one turn tech for HRE. Secondly, HRE were debating going Printing Press instead so it's possible they switched back and forth between the two during the turn, with Nakor and DMOC both logging in.

Yeah, they were considering what tech to research during the turn and they had half of banking done on overflow. No way I'd rule what they did illegal.

I really wish Slaze or Athlete would post more in their threads. Whatever Slaze is doing, it is a great demonstration of how to wage a war with out of date units.

Total numbers (measured in hammers) is a pretty good proxy of army strength when comparing armies up to one tech level apart.
Siege initiative tips the balance.

Umm. Wow. With the level of their play teching and then warring against Whosit (RIP), Korea is now (a) the stuff of legends around here and (b) in position to be considered for 3rd or even 2nd in this game. Is it possible that they could consolidate their gains for several turns and then take out some southern Incan cities next? Or is Inca strong in the south still? If not, with their clearly superior warring skills, would they be able to win in a war against Nakor? If they could slice through Nakor, I could easily see them getting Dantski's land, and at that point the donut would likely be shared by Korea and India....
I know it sounds crazy but the current world situation sounded crazy 100 turns ago so I ask the other lurkers' opinions... what is possible from here?
You can get a look at a t-bone by looking up the bulls ass but I'd rather take the butcher's word for it.

I think Korea needs to expand towards Inca and especially NOT attack HRE. If they are playing to win, they'll need someones help against India and atm the only option seems to be HRE. From entertainment point of view, I'd LOVE if Korea just kicks India's asses solo, but realistically I don't see that happening.
