Are you saying that Dantski was the initiator of the CoW? India's (and my) impression is that Kathlete were the initiators.
Regardless, Dantski's peace treaty with India was a huge boon for India so that's probably weighing more heavily on their minds than previous trangressions.

Actually me and Dantski started it up at first. Had Dantski not wanted to attack India, then the whole snowball effect wouldn't have started in the first place. I recruited AK to help us out, then AK recruited Whosit and HRE. That's how I see it anyway, haven't read through any of the CoW members threads yet..
It's intriguing why India holds Dantski in such high regard. Do they not realise that Dantski's surrender was simply out of fear? Or are the actions really more important than the motives? Well, we're back to the Spullla mind analysis, so nevermind.

My impression was more that Dantskis peace (and Whosit's misclick) turned an 'improving but perilous' situation for Spullla into a slamdunk cleanup operation. Think they feel they owe him some gratidute for that and as such have decided to leave him alone... or at least that's how I read it.
I think they were keen for some co-operation to smush Nakor, which Dantski didn't seem interested in.

Naturally actions are way more important. Dantsky has offered them peace, enabled them to kill all opposing units and given them the chance to take a huge bite out of greekish territory. Add to that that Mali can't compete with India in commerce/production and is no thread to them so why should they bother?

I think Mali acts as sort of a buffer in case of a HRE attack (based on what i've done in SP before, so just speculating here) - get a neighbour AI vassalise to you to secure one flank while you go on a rampage on the other. In case of war, the vassal feels the brunt of the attack and buys a lot of time for reshuffling troops toward that front.
Of course, since Vassal States are disabled and Mali is human-controlled, Mali could backstab, but I think Mali's military is not a real threat to India, and they'd have more to lose by declaring war on India...
