The SE spot has a plains hill and keeps both land grains. It essentially creates a back line which SE otherwise doesn't have.
I think this bad in general but I can see someone doing it. There are little more than 16 city locations on the map so each additional build queue that can share food is a giant boon.

Camera is crap, it looks better irl. I'm reasonably pleased considering it's the first one I've done in 35 years.
