Thanks to some traumatic scouting experiences, I always prefer scout over slinger, but it works with an early settler play.
Personally I like to go with the craftmanship inspiration and you do have a monument so both 2nd ring ressource tiles should be yours pretty quickly.
How aggressive do you want to play Rome? You can easily choose between a nice legion rush or a legion deterrent for a builder play.

We'll see, maybe we can score Craftsmanship indeed. You are right that improvs are easy enough.
As for the level of aggression, that's a matter of strategy much more than wanting to play one way or the other. You attack when you see that peaceful development leaves you behind. Quite likely we'll have this situation here, seeing as we are not getting a religion. Albeit there is a silver lining: Hypatia is up, and we can make a strong bid for her whilst the others chase religion and open with Holy Sites. To attack with melee units a general is a must though, so we'd have to choose between camps and campuses. Need to understand much more of the lay of the land to make these decisions.

Desert Lake. Strong Petra Site right there. If there is a forest somewhere in the fog we could Magnuschop it.
But I agree, discouraging land to the south for now.

Coast immediately to our north, also seems that placement of capital killed most settleable spots there.
Desert improves:
In a pinch, this might even work as a second city. Warrior SE, probably, then circle round, unless neighbor is potted on radar.

I updated PBEM3 pretty actively whilst there was anything to update.
We have no city-states in the vicinity, unless one is hiding beyond the mountains to the south-west. Warrior does find a triple-mountain with-river spot for a nice campus. Barbarian scout appears. Emperor K has still not grown to 2 pop.
Story so far: sea to the north, mountains to the west and south-west, desert to the south. YAY!

Still nothing on the radar. Code of Laws of complete, adopt +5 vs barbarians and God King. OLORAM is an immediate +2 hammers in the capital, worth having. Capital starts Settler, which completes in exactly 8 with 10 cogs per turn. Max growth after that for a while. Slinger leaves city to hopefully get damage from the scout (8 - 10 resultant, slinger is in a march). He will then shoot at ~18 vs ~7, I just don't want the scout to run off to the camp. Warrior slowly circling back.

Early settler with Rome is a no brainer. A 2nd monument that much quicker.
