Agreed, Pin made a decision to ask Q to wait for Com so he didn't attack first and that is enough in this position to go with the three way split.

The only awkward thing is Q was in the game in 1st half, but sounds like he was just familiarizing himself with things which is understandable so think we are fine.
So one thing about Pins territory is it's very infra-poor right now. Lots of cities missing courthouses, for instance.
I also question the wisdom of belining Rifling when your natural territorial rival has Grenadiers unlocked. Comms one Gav possession makes for an extremely awkward Joker-esque border town.
