I'm guessing those units were in the city and were automatically gifted with the city? I don't really have much experience with city gifting, so can't say for sure that the mechanic works that way, but I doubt he'd gift the units separately.

You could always put the units back in the galleys and ferry them to his next city and (try to) give them back.
(but he could have done it himself, so I would guess he gave them "for real").
i'd delete them on principle, but it wont make a big difference in the game either way. the main effect of this decision seems to be how it changes your ability after the game to argue against silly gifts.

Units don't automatically go with the city, they get teleported out of the borders to the nearest neutral territory. I would keep them. He clearly didn't want them and they hardly pose a major advantage. Plus it's not like you aren't paying him.
Why on earth is this AP resolution stilll in the game. Commodore shouldn't be even proposing this. I could see even somone accidentally voting wrongly.
Should something be said in the tech thread about this? I assume if Commodore somehow pulls a victory condition out of this a reload will be required.
