Nice! So just to be 100% sure, that resist modify is added to 5% to give the "base" modify if you will. It seems Blinding Light should be 95%, so if ubefish had say 30 Rathas in the area we could hold Ilios in place .

If none of the other factors apply, the chance of success for Blinding Light is 70% (30% resist chance). If it's cast by an Avatar, the chance of success would nominally be 120%, but it would be reduced to 95% because the defender always has a minimum chance of 5% to resist. With 30 Rathas, you'd be pretty much guaranteed to blind a whole stack of units, unless they had a lot of resistance boosters.
