Definitely a settler, it would be weird to build a worker with food and then chop/whip a settler. Spi means that the shift to slavery is pretty cheap, I'll probably get a second worker via whipping to size 2 onto sheep/cow, giving deer to Aconcagua, then regrow on a granary.
