This is what you need. You need to get OU to 218 hammers the turn after you have overflowed the chops into it. This isn't possible, due to round you'll get it to 220 or 217, and hte latter is no good. To get it to 220 you need 88 base hammers. 60 come from the chops, so need 28 from production and overflow. Well, with the city production at 4 hpt with the eng, you only need 24 hammers overflow from an LB, which is an adjusted overflow of 30 hammers.
You can get that easily. Build the LB to 6h (3 turns production normally, or 1 turn using eng and pf). Slave for 2 pop (56h) and work eng and pf to make 7 adjusted hammers, up to 63h. Then build OU for 1 turn to 220h and then double pop it.
Problem solved.

Krill did indeed come with a warning label.
Its funny I'll get Oxford up and then have to run cash to pay everyone back. It might shave a turn off of Liberalism though. Education is in. Per orders, I did this:

Six Universities queued next turn and whipped teh following turn. I moved my Workers onto the stupid forests one turn too early, so more material for Krill to work with. Then its whip University, overflow to Oxford. Whip Longbow, overflow to Oxford. Whip Oxford.
