So long as all the cottages are worked, then you can whip Ec as hard as you want. Whipping a library is a good idea because that potentially gives us an eta on a GA to get into Caste we can work around, or an Academy; if the Academy, then we have to reconsider the whipping strategy and tech routes.

He had Alphabet so we offered him OB. Finally, we met Wetbandit (Montezuma of Japan) in the east, he's in possession of a city formerly belonging to Qgqqqq (Zara of Byzantium).

No, IIRC, we each have it second ring in one city, and Cuddlefish hasn't claimed its third ring yet. We can 2-whip a library in Cuddlefish this turn if you want to, we're whipping off 2-0-3 coast so maybe we should regardless, since we'll get some of that commerce back from the library multiplier. I've opted not to because I was planning on completing it with a chop and working the stone, but it was a close call.
