I think this is a good reason to not make such a...n inhospitable map again.

Why does Jkaen's civics and/or research impact whether or not Mardoc would want his capital? I'm not advocating such action in this instance, just wondering if there's something really obvious I'm missing, as sometimes happens with this mod.
I've got some dirt on my shoulder, can you brush it off for me?

It's probably not a question of "want or not", but rather a prospect of slogging through endless stream of Gk/Slavery/Agrarianism whipped warriors. Which is an overreaction anyway. It'd be pretty easy to choke out/pillage excess food and unhappiness would become prohibitive fast. This is not BTS, you can't really rely on whip for defence.
Really not sure why Selrahc announced his plan so soon. What was that saying about pride and vanity?
Civilization IV: 21 (Bismarck of Mali), 29 (Mao Zedong of Babylon), 38 (Isabella of China), 45 (Victoria of Sumeria), PB12 (Darius of Sumeria), 56 (Hammurabi of Sumeria), PB16 (Bismarck of Mali), 78 (Augustus of Byzantium), PB56 (Willem of China)

No offense to either of these guys, but the guys who can "stop" him in any way, Mardoc and Sciz (Sprint, Warcry) are not nearly aggressive enough to actually do anything about it in time. Ichabod is decisive enough, but his units are too slow and not good enough yet. Dantski is well, Dantski, and Elohim have nothing going for them yet other than the worldspell. And Jkaen is still pretty well screwed from the Mistform. In fairness, I doubt either Sciz or Mardoc actually have built any actual units to do anything about it even if they wanted to. If Selrahc sees that on the power graph, he knows he has nothing to worry about. I will be shocked if Hyborem doesn't stomp all over everyone this game. Everyone has been so focused on cobbling together an economy in the desert wasteland, that nobody has invested anything in military, either techs or units. It is quite literally the perfect game to be the Infernals.

Yeah, I'm a bit surprised that Selarhc was trying to cut a deal with Sciz at all. Seems like a Hyborem summon at this point is an obvious dogpile target and Selharc should just be ready to be the big bad for the rest of the game. Going on a rampage with the (relatively) high-tier starting units seems like a better plan than hoping for cooperation, I'd think.
