It's not a stealth buff to any trait. Both FIN and non-FIN have exactly the same situation before and after slavery nerf with regards to the amount of hammers that slaving will produce, and the amount of commerce that would be produced from working the tiles is identical as well. This is just how much better coast has always been for FIN than non-FIN leaders.
