I do not have any experience with Civ4 MP, but isn't it possible to compromise by just letting the CFCJester end the turn after you, since he's saying he will not make any changes? Then we can just split the turn into scooter->Jester instead of Jester->scooter. While I admit I'm also quite confused by this misunderstanding, perhaps Jester thinks latter is less preferable than former because being forced to play before scooter will allow the enemy to make proper moves depending on the changes took place... or something

Few problems: 1) We've been playing after them AND Commodore for the past few turns. 2) We expect that Commodore will declare war on us again fairly soon.

OK, you guys will have the second half of the turn, but as Jester has been drinking (hey, it's Friday and I'm not that big a hypocrite) it would be fairest for Nakor to play the turn in the morning and then you carry on and finish it afterwards. Are you OK with this?
I don't think we care when the turn gets played, but according to what Jester said the turn should be played already. We'll probably need the game paused for a long time though.

Looks like Jester ended turn. Unfortunatley I'm running out the door now. Pindicator, you got this? I'll request a pause just to make sure you get it in time. If you don't, I'll try to grab it when I get home, but that won't be for another 6 hours or so probably.
edit: also, if you play and bigger still hasn't played, pause for him. gracias. Not a big deal if you can't get to this before me.
