That wasn't my impression. I think that's how Old Harry fended off Serdoa earlier. My take is that Old Harry saw the effectiveness of this style of defense against Serdoa, and therefore tried it vs Hydra. However, his percentage of catapults had decreased too much (due to number of non-cats racing up insanely while cats died and were replaced rather evenly), and the effectiveness of catapults waned too much due to higher base unit strengths in the meantime. His experience said that the person who attacked with cats first would win the battle, but neither side had enough for that to be true anymore.

I think that THH should have built factories and coal plants, and then proceed to use that production edge on Old Harry before he could get out factories of his own.
