Doesn't selecting a civ mean he, like the rest of us civ-selectors, goes to the bottom of the next snake round, or am I misremembering how it works?

You are remembering it wrong. You can pick either civ or leader on the way down, and then on the way back it's still reverse order, but we usually split the list into 2, those that have to pick a leader, and those that have to pick a civ. It gets the pick done quicker.

Yeah, I know how it works, for some reason I was thinking there was a penalty for going civ first though...but I am remembering falsely~

Going civ first usually is the penalty. 
I'm only teasing here. I'm not aware of any penalty of this type in picks we do at RB. I'm not sure about how anyone else may do them, but it's just 1-12 on the way down and then 12-1 on the way back up regardless of leader or civ pick.
