I'm not going to complain TOO much since running it tight was my choice and always comes with a set of risks (I could have easily given myself another 20b of buffer), but that's still kind of lame. Such is life.

Culture is processed after beakers, but the game processed his turn before yours.

Heh, the more you know. Guess I know in the future to check the turn order on Civstats for stuff like this.

Pitboss. Turn order's randomized every turn.

Right, but you can see what each given turn's turn order is by the order the score increase/decrease goes in at turn roll. Or so I've been told. So I could have checked Civstats and seen Azza's turn was going to process ahead of mine last turn.

I'm pretty sure that's for the preceding turn and not the current one.

I think in pitboss it's a little screwed up, but in a way you can predict. It's because in a pitboss, production phase happens at the start of each turn instead of at the end, but everything else stays where it is in the sequence.
You gain culture during your production phase, which is normally (i.e. not in pitboss) before the end of the game turn. Players do this in order. A key fact is that you don't steal tiles from other players in this step. After this, at the end of the game turn, tiles which one player should control are passed to the control of that player.
In pitboss though, because production is moved to the start of the game turn, these happen in the wrong order. First, control is redetermined at the end of the turn, and only after that are players' turns processed.
If I'm right about this, then you could have seen last turn that the tile had majority foreign culture on it. (For future reference of course, not criticizing you for not knowing that. ![lol lol](https://www.realmsbeyond.net/forums/images/smilies/lol.gif) )

Did Azza's city just get a border pop? Tiles can switch hands midturn if borders pop, under normal rules.
