Some thoughts: Maybe growing city 2 to size 4 before starting the settler makes sense to finish it with a 1 pop whip, if the settler is finished the turn after the chops land. Could then overflow out into a worker or work boat to go scouting, or maybe even a few warriors. Also, does the capital need more workers itself? 2 workers are necessary just to toad to city 4 from there.

That sounds like a good idea for City 2, unless sandboxing reveals a timing problem. We could build worker five before a settler in our capital - I'll take a look at that too if I get some sandboxing time.

After some reflection I think using two workers to improve City 2 is a mistake though. It just wastes worker turns moving and building roads, and the rice is improved (almost) fast enough using just 1 worker.
So I'll take a new stab at a micro plan, with just one worker moving north everything has to be replanned.

I think I'm going for the 1 worker to City 2 plan, and then double chop + whip a settler there from 4-3 once the rice has been farmed. So a few turns later than in the other plan. The capital could build 2 or 3 workers and then a settler. One idea for the capital is to grow to size 4 on the warrior build and then 1-whip two workers in a row. It can spare the happiness and we get more hammers out of the population that way.

Turn 35. Someone we haven't met built Stonehenge, and Cheater Hater settled a city. I think he grew his capital to size 5 and then whipped it.
How do you feel about roading this jungle instead of one of the hills, Krill?

So long as the workers aren't at risk sure. Mines don't do much at that city yet.

Well we can't really guard against a panther 2NW of the jungle so I guess we road a hill instead.
