Wow, going by CivStats things are just exploding in the Commodore / Dtay / Harry triangle. My chances at a Pyrrhic top 5 score finish have never been better!

No problem, this game does still seem like an interesting story at the top.
Meanwhile, in the sixth most interesting empire in the world, I finished Wall Street for another 92gpt. Dtay asked for:
I declined. I only have one source of gems. I am also getting one in a trade with Scooter I think, which I've never bothered to cancel. At this point I don't owe Dtay anything (what, you're going to attack with Privateers, and then I'm supposed to be gracious and pay you back because you stopped doing that?) And I'll err on the side of not pissing off Commodore.
Economy of the capital:
So, out of Bureau I'm getting 63 commerce, 19 hammers. But the commerce is boosted by Oxford so it's worth more than a typical point. It's multiplied by 2.75, let's say 2.50 with sometimes running 100% science, but I've been going pretty close to 100% with wealth builds. A typical point of commerce is multiplied by let's say 1.5. So these 63 are worth about 105 spread out points.
Vs Nationhood, Bureau costs 58gpt for me (before inflation). Enviro would cost 27gpt less. The +1 gold per specialist isn't worth that much since I'm not running many and it's not multiplied. So for Enviro to be better it would need to make up the 105 points of commerce, minus the, say, 50-ish gold from civic savings and specialists. Do I have enough farms and pastures to make this true? I'm not sure, but maybe. Nevermind the fact that I don't have Lib... I guess I could just try getting Lib and running it. There's not much for me to do in this game but play around.
I get Bio at the end of the turn. After that I think the most normal paths are Assembly Line or Lib -> Communism. I'm getting a lot out of FM, and beakers feel like the ultimate constraining factor for me, so I probably go Assembly next.
Scooter spread Confucianism to me. I wonder why... Is he just using Missionaries as a long term gpt investment for boosting the shrine?
