What platform are you using? Windows 7? 8? A friend tried it and it didn't work for him either, so I wonder if there's some registry flag that needs to be set too...
And please tell me you still have your original versions of those two files...

I actually just got it to work... kept the original files, but used your exe. Seems to function perfectly now, so my sincere thanks for that

Hmm, your exe isn't launching anything when I run it (either as admin or normally). The process starts, but then doesn't go anywhere and eventually ends itself.
Did I need to do anything other than replace the exe and .dll files?

That should have been all you have to do. If you had a prior instance of the game stuck running maybe that's the problem. Restart computer and try again?

That's the situation I was in too. Try restoring the original Dll and just running the new .exe

I have made a post in the official 2K forums about the removal of Direct IP from Steam versions of the game. Here it is:

To everyone who plays in Direct IP games: Please take a minute to register an account, and make a short post in the thread linked above.
I suggest to write in your short message:
- Your username and which civ fansite(s) you hail from.
- Which version of the game you purchased (CD or Steam).
- Mention how this issue affects all players, because even CD users can't continue Direct IP games with Steam users. The removal of Direct IP from Steam divides an already small multiplayer community down the middle.
- End with a strong request that Direct IP be re-integrated into the Steam version of Civ4.
Feel free to use your own words. Be firm, but civil - profanity won't help the cause.
For example, in my case:

I am deeply disappointed with the removal of Direct IP from Steam versions, because all of my friends with the Steam version can no longer play in our Pitboss games together. It seems Soren doesn't visit the 2K forums that much. Topics raising issues like this for Civ 5 got deleted very quickly over there, no matter how relevant they were to the product.
