Maybe Gorgo for the extra policy slot? Germany and Japan were played last game, not sure about that. What's the downside to Gorgo?

With Gorgo you can almost always secure the first GG and then all of the things that Bacchus said can come true.
However I think that is in your benefit the great generals are game changers.
I also fall into the "have to get every inspiration" mode of thinking, and while it is nice to get them all being able to get civics just as quick via conquest means that not getting inspirations is not as much of a setback.
It really is hard to just list what is bad, i think the worst part of your choices is that you have 3 solid picks. I would recommend germany just because extra districts and hanza's are awsome. Even japan with cheap districts could get you an early religeon for almost free and then religeous victory is either on the table or almost impossible for an enemy to get.

I was offline yesterday so just checking in now. Looks like there will be a gaggle of dedlurkers helping you mash buttons. Three solid choices for civs and you can't really go wrong with any of them.
With Gorgo, culture shouldn't be an issue between the leader ability and the cheap acropolis district (if there's time to build them). Be aware that the Hoplite seems to be bugged and it gets the +10 combat strength for adjacency seemingly most of the time (check out Oledavy's PBEM 2 thread).
With Japan it'd be a balance between building districts and military. The Defender of the Faith belief should be gettable with the cheap Holy Sites. An alternative route would be to build the cheap Encampments for Great Generals.
Germany would likewise be a build/military balance with the idea being to get Hansa's up and running quickly then overwhelm militarily with the production advantage. Building a few warriors and then going after a couple of nearby city states with the +7 bonus might speed expansion as well.
