Thoughts regarding religion: I've dropped Revelation for a few turns, but kept UP (necessary to keep builders on schedule). I can revolt cards again on T96, and currently have 67.4 points accrued, needing 120 (Thanks Alhambram, I'll return that favour one day.) Due to running Classical Republic I make 1.01 points...so not quite enough to make the decimal count I think. 53 points needed. During this period of slow accrual, I'll push that up to 70, so with a revolt on T96 that means finishing the GP eot114. So I could drop Revelation around the time I should be trying to finish Exploration.
Looking at the remaining beliefs, I think that Zen Meditation has the greatest value to me. It should give me an amenity to all current cities, as every core city should have two districts. The amenity should have a similar effect to Work Ethic (+1% production per follower in the city) when it provides the extra amenity boost, but also affects other outputs. I don't much care for faith output except to buy missionaries, and other follower beliefs require investment into HS. Jesuit Education (Alhambram) and Choral Music (Pin) have already fallen.
Beyond that, DotF went to Pin (4 cities), and Alhambram took Church Property (+2 gold for each city, currently provides 4gpt). None of the worship beliefs interest me, which leaves Founder and Enhancer beliefs. None of these seem of particular value, except for maybe Holy Order due to my abysmal Faith output? Tithe seems like...overkill. Maybe Stewardship?

Now up to 42.1gpt, however improving the whales and fish at EF, second wine at VV should increase it to 45.1gpt, and Cartogrpahy should push that beyond 50 by T110-ish. The ED would give an extra 4gpt in CS, but add in the CD at M, Harbour at Scombridae, it's not difficult to see gpt becoming really good. I will need maybe 600 gold to buy two traders though, so I need to save what I have left now.
Thinking things through, I may need to use the Maritime Industries card. Harvest one stone through Limes into a Harbour, and the second stone through a galley (I'd go for the Quadririme, but it saves me culture on Naval Tradition, but I don't think the extra 60 production is enough to justify the 100 culture saved given the weakness in Scombridae). So I need to time the chops in MS and SS with completing Mercenaries, to revolt out of Limes and into MI, then harvest the stone into the Galley after 5 turns to get enough production to finish most of the Campus?
Or should I just ignore the campus, mine that hill and say fuck it...the Harbour is the important district. And that would give me the option to completely fuck over Scombridae, and harvest the stone into either MS, or SS.

I think if you're going to try to catch the leaders science and culture are the priorities. Getting the GPT up is good, but I think getting the campus down is necessary.
Where do the leaders stand in relation to you on the tech & civics trees? The portraits on the bottom of each tree will show which column they've advanced to.

Everyone is in the Medi era, except me. But that's not quite true because I'm 1 turn from finishing Machinery.
World Rankings have me in 4th for both Science and Culture.

To be blunt, I don't see a way to compete with Pin in culture. Choral Music is just...not beatable.
Science though, I don't have anything better than 2 adjacency campus locations, and no science CS to boost them. Sure I could use Acropolis in a few locations, but I have no method of boosting science except throwing production into libraries. And even that doesn't seem like enough to me.

I'm going to harvest the cow into EF, that should get it very close to size 7, and put a campus on the tile 1 of hte Acoplis, for a 2 adjacency district, 3 if I ever get a Harbour there.
Actually...fuck, I can't build the Campus there. I need the Harbour for the Cartography eureka and saving 240 beakers. Unless I build the Harbour at SS. Which I will likely have to now. Fuck.

I know I'm building a Harbour through Limes and a Stone harvest at Scombridae. I need one further Harbour, only two cities that can build it are EF and SS, no other cities have valid tiles.
SS wants an IZ, Acropolis and Harbour, EF wants IZ, Campus and Harbour, in that order, but EF has an Acroplis down and Aqueduct in production.
SS has ability to plant one more district, as does EF. However, SS can build a monument to help culture, and has fresh water, plus a granary. Housing should cap out at 8. So it can reach size 7 without growth issues. EF lacks fresh water and is already under a housing limit. With the cow harvest, it will reach 7/6 and even improving both fish and whales will only put it to 7/7. So it has to finish the IZ, then aqueduct, to grow to enable all districts wanted.
EQ also has a delay on finishing a Harbour due to needing to slow build the IZ. So because of the deadline on reaching Cartography for galley upgrades to speed up Exploration, I have to use SS for the Harbour, and that means I have to either buy another tile, or harvest that crab.
Chopping though Limes gives me close to 120 production. IZ will cost about 170, so chop another forest, leaving roughly one forest for the Harbour chop.
But if I'm harvesting the crabs for gold, that gives me enough to then buy a further forest tile, and potentially change the tile that will be grabbed by the dumb tile picker. That would give me more production and further 60-70 production for the Harbour. And means that MS can just slow build the CD without issues, or more likely, build something else. Like a probable Builder.

Going back a bit, I really hate buying tiles. So if I do, it's almost always in bulk and with Surveyors in place.
Tile picker, as far I have seen, picks resources above anything else, tiles with features over empty tiles and grass/plain over Coast/desert/tundra/mountain and that's it. Highest priority tiles are all equal and the pick get randomly determined from turn to turn. I think neither features nor terrain matter if resources are in place.
Oh, all second ring tiles will be picked before any third ring

PBEM 6 players, this is in my game thread so it's currently off limits to you.
As Bacchus summarized the picker will go for strategic/luxury resources, then bonus resources, then no-resource tiles, picking all tiles from the 2nd ring before moving to the third ring. Total unimproved yield is the "tiebreaker" between tiles with all yields equal. If there's an improved but unclaimed tile that will move up the priority slightly, as will a 2nd ring tile adjacent to an unclaimed 3rd ring strategic/luxury resource.

The mistake was I forgot to remove the walls from Scombridae. If we can't use the replayed save then I'm basically SOL.
