As an aside, Washington of China is a beast, if you play it right.

What I would say is that greens aren't that bad surely?
We have so many threads where people have explained their picks and so forth with unrestricted leaders so I would be hugely surprised if the greens suddenly picked some 'awful' combinations out of thin air.
And if the vets 'pair up' to pick their civs then they will just get what they want and run over the greens who will accept the other's experience!
Where's your sense of being up for a challenge?

My only suggestion to come halfway is this:
Greens pick Civ, and Vets choose leader after. or vice versa.
That will avoid huge imbalance, but still give some autonomy to the greens.
After first party has chosen their civ, pairings will be revealed.

You can't pick civs and leaders in a vacuum though. I guess we could do greens get first leg of snake pick and vets get second leg.

Well this is what I see happening:
1) Greens pick their Civs based on random order
2) Pairings announced
3) Vets pick leaders using reverse random order.

...what are we trying to do with the leader picks again? I thought it was that we get 6 balanced combinations that then get randomized for everyone. We all agree on the 6 being balanced, then we play. Everyone gets a say, in public, about what is and is not balanced, debating rationally. I'm not, and perhaps this goes for other players as well, interested in being potentially hamstrung before the game even starts, it is a disaster waiting to happen.

I think the idea is that both the green and the vets get a choose what leader/civ combo they get.
