Just throwing around ideas here:
How about the six best financial leaders, combined with civs with late UU and UB? (America, Russia, China, Japan, Germany, England)
We could combine what we believe to be the strongest Leaders with the weaker Civs (eG Pacal of Japan).
That way no-one has to worry about an overpowered early UU or UB.

Yeah, I was thinkin an AGG/CHM civ with an early strong UU would be a bad idea. I think its okay to maybe have one or two "early" UU/UBs to offset a weaker leader, but what Ilios is proposing in spirit is what I attempted to do with that first list. Hear are all the ideas thrown out so far, with the AGG/Rome tossed:
Pacal of Byzantium
Washington of China
Willem of Ottoman
Sury of Maya
Joao of Inca
Hatty of India
Gandhi of Korea
Darius of HRE
Capac of Mali
Ragnar of Zulu
Elizabeth of Korea
That's 11. I say we add one more, then everyone rank order the list from best to worst. I'll toss the top 3 composite and bottom 3 compostie and we can play the middle six randomized. Sound good?

No Hunting civs, if you start with hunting, you have just gotten completely screwed. Need a warrior start in the AW game. That rules out Zulu, and Greece.

Not in an NTT game. Agg Rome forces an early rush or very strong choke, because you can't defend against it and still compete in the game. Agg rome (as well as Chm Byz) are unbalanced in this game type.

...There is only 1 way to play anyway, for the AW game. And arguably only one way to play in an NTT game as well, at least on Inland Sea. The question is how do the combinations fit into that method, what combinations unbalance the game. As such those that have undefendable attacks ought to be banned.
On that note, Mali is too powerful, it's the only civ that can break a choke with just archery, and getting out of a skirm choke is nigh impossible. Holkans OTOH, are defendable against.
Egypt is borderline.
And what's this lack of love for China? Best 2 starting techs in the game, a great UU, and a UB that can swing culture battles, coupled with a leader that has a fast start and can slave until the cows come home, or grow all his cities to size 6 without happy res, and no ind leader to block off Henge. Washington of China is not the lame combo on the list, that's for sure.

Are we ever going to get an agreement on this? It seems that as soon as one list is constructed someone deconstructs it just as quickly.
It might be better to just do this instead:
Make both games AW and then let each player pick their own combos.
We still have same map and same scenario but there is still something different
Otherwise we'll be arguing about 6 'fair and balanced civs' forever!

I suggested having same rules for both, but nobody really gave any feedback. Is it really a crazy idea? Cause you know, we are ALL rookies, so we're still all in the same situation.
