6PM East Coast would be my preferred time; come home from work, load up the computer & figure out dinner, play my turn, send it along.
10-11PM's about as late as I can reliably play (ignore my schedule right now through mid-May; that's a far more flexible student schedule, not someone working 8-5). Don't expect me to play in the morning more than occasionally (weekdays: weekends can be whenever).

I can play early in the morning, between 0645 (If I have to, but would rather not) and 0745 (can hit the end of that reliably). At night, between 2030 and 2330 is fine by me. All GMT+1.

I'm GMT, i play all my turns in evenings unless it's a weekend.
From ~6pm-1am. Anytime in there is great by me.

Also, when playing a pbem game with a mod run a test game! Sometimes pbem's will just not run with a mod on some people's machine / civ4 set up. One pointer ... install the mod under the 'prog files' and not the 'my docs' mod location.
