Darrell We didn't use the no-espionage setting. Great Spy points still exist. I'd imagine one should be settled or burned for golden age if one pops up. Scouting with it or using it for ep bombing is against the rules we agreed on, imo.
EDIT: Arghh Cyne, you're fast :P

And that's pretty shady indeed
Alex. Persia. Mali. Munro.

I'm not sure exactly what you are referring to but I think in PB1. Obviously I don't have all the info that you might have, and I don't think this is a spoiler anymore, but my understanding was that
TT of Mali had given Alex of Persia his army and Alex specifically would NOT fight Mali with those units (not that I or anyone else was asking him to). He instead was heading towards fight Munro (Rome).

Technically true, though my army was given to shady just before he quit, not alex (his successor)!

I can see where Krill is going (gifted army not used for intended purpose), and agree it's in the same league of what Athlete might do. I certainly think it's milder though (remember, I'm spoiled in RBP1 so just my opinion) because 1) player switched and 2) units didn't attack Mali itself.

Yeah, any lurkers that want to read more for a comparison should head over to the RBPB1 forum, but regoarrarr is correct in essentials (but omitting a couple of key points), and sunrise has one possible viewpoint on the matter.

I'm not too miffed if there is a good reason for being somewhat shady. If you're being shady to be shady well then I have an issue. Funnily enough, the more diplomatic the players seem to have a higher tendency to do shady stuff and can pull it off quite well.

Would it be a spoiler if I told Whoisit to stop thinking long term and start thinking properly. He needs to whip the shit out of his empire and make a stand, not half heartedly do infrastructure builds to fight someone who whipped his civilization into the ground to hold his territory.
I was thinking along the lines of,
Are you coming to let the brave noble roman people fall under the cruel yock of the barbaric Incans or villainous Koreans? Any true Roman would fight until their very last breath to hang on to what was rightfully theirs. A Roman would rather die with sword in hand, than die enslaved to savages.

on the one hand it's an outside intervention in his natural reaction of despair, on the other hand if I were an unspoiled lurker reading his thread I'd be demanding to know why he wasn't whipping for all he was worth. tough call but better to err on the side of caution perhaps
