I quickly searched the document for consent, but couldn't say anything regarding the implementation of the bill itself, but there seemed to be something in there that for devolved matters, devolved parliament's needed to consent to the changes. But this was only a quick check and could be completely wrong.

The only thing is though, that anything along these lines is essentially irrelevant. If the UK parliament wants to take back those areas and legislate it can do and short of bombs there isn't much the devolved parliament's can do. UK Parliament is sovereign bit basically pisses over all the complaints.

My personal understanding is that the devolved parliament's were complaining that on leaving the EU, certain powers were not going to be immediately handed over to devolved parliament's. Potentially, this consent bit is the fix to that. And if so, how can the devolved parliament's complain about being given more authority?

I took a quick read through the explanatory notes. Annex A of those notes has a 2-page table listing the numbers of clauses, which nations those clauses apply to, which devolved legislatures those clauses are "within the competence" are and the last column is titled "Legislative Consent Motion needed?". There are 16 "yes" entries in that column and a 17th labeled "Yes. From NI Only". Granted, the explanatory notes are just that and not legally binding but they do appear to be an admission by the government that LCM's are needed.

The text does note that many of the EU laws and regulations are incorporated into the acts that created the devolved governments and that could be where the issues lay. The WAB might be changing the laws in areas that are devolved and so require changes (be they additions or subtractions) to the devolved statute books rather than involving the devolution of additional powers.

Yeah, I'm not buying that it will be anything but a political problem. Legally Westminster can pull back any devolved power it wants, so all it really does is piss off the politicians and a segment of the population (more of an issue for Scotland than anyone else).

SNP+Lib Dem offer BJ election. "A Different Bias" from YouTube has a great video on why this doesn't do anything.

I predict Marcon will announce that he will not extend again, after giving 3 month extension, to force a GE. Remainer Parliament MPs would be too scared to revoke because EU would be so annoyed that they wouldn't negotiate, so the next election would be a No Deal vs Remain proxy vote. BJ would be freed up to go No Deal and will easily make a compact with Brexit Party; which would be terrible for Remain.

German news magazine "Der Spiegel" wrote today:

The hope that the UK will yet somehow decide to remain in the EU has all but disappeared among the EU27. "Nobody likes Boris Johnson" says an EU diplomat. "That the EU27 see him as an ally now to finally get the UK out of the EU tells you everyhing you need to know."

Well it seems like there is a deal both sides agree to and plenty of time for Parliament to pass the necessary legislation, so this is the first time I actually believe the date will stick.  It will be very interesting to see how a general election would play out, the popcorn in me hopes to see one in the aftermath...

GE; now that Tory can deselect rebels if they get majority they can ratify. If not everyone else can get behind Labour who makes loaded referendum which would cause revoke. DUP holding the balance of power again is very unlikely but it they do they would refuse to support Labour letting CONs get minority goverment who will use Labour rebels to get the treaty over the finish line. So no matter what happens GE solves Brexit and EU has extended to make that happen.
