Athlete should have known that India had a GM, it is the log. He always had the option of closing borders...

Didn't know that. Then Great Merchant trade missions to civs without open borders doesn't harmonize very well with the no spies rule, either.
I have to run.

I'd like to see you back that up with examples of rule infrictions, Jowy. The only blatant rule breaking in this game that I can remember right now is Whosit's gifting of a 10XP Praetorian to HRE, which both Sullla and the game admin noticed, but let slide.
And the most blatant "against-the-spirit" shenanigans we've seen must be the gifting of doomed cities that's occured all over the board.

I find double moving to be much worse then what Jowy did. People did gave cities in the first pitboss and no rules where made against it. The rules are built around "good faith" which went away in this game. Without "good faith" the rules for this game are very weak. That is what is cauing 90% of the problem.
You can DoW and kill the GM; unless you have signed an unbreakable treaty. That would be really silly to use a GM to spy like that.
Can you cite past cases where Spulla did something like this; Jowy? I can't think of anything.

Was it 10XP at the time? I wasn't sure whether it had been gifted as a 9/10XP unit, then Nakor killed a barb - don't think it was mentioned anywhere. Still a liberal interpretation of the ruleset, mind...

Well, all we know is that a while back HRE had a picture with a 10 XP prat. Whether that was gifted at 10 XP or not is hard to determine.
