His solo play has tended to be rather haphazard and breezy at the best of times, from what I've seen

I think the right play is to force some form of stable border with Pin and Commodore and eat Bing, the problem is he is so far away and Pin and Com know how to work togethers so I don't know if I can really trust them to stay out when they know me eating Bing brings me one step closer to eating them. Which really suggests that rushing Bing, or rushing Commodore to wipe out his northern cities and cripple him, is correct.
I'm not exactly making allies here, and then there is the complicating factor that SD may be on the chopping block from Yuri and I need to be free to attack there.
This is quite an unstable position, but if I land Stables and Mids I think no one can move until I do so (well, Yuri could invade Sd but I doubt he does that with three cities unless he wipes out SD's army in a lucky battle).

OK, I know Yuri has been posting every turn so I look forward to seeing how SD managed to screw up the rush, but more importantly: How did SD get the capital, even after all this time?
I wonder if SD can finish up the other two cities.

the default assumption anyone should have is, if SD within 12 tiles, build more spears, and BW first so you can also handle a t30 axe. if he happens to have a resourceless ancient UU, blame the mapmaker instead.

Thee thing is, resourceless ancient era UU are broken and need to get modded out. That's something which should have been done at the start of RtR. Those rushes just should not be possible.
The Keshik ush though...that's Mongolia. That is what Mongolia does, it is how the entire civ is designed. Add in Charismatic and it is not a no braiuner but it is always going to be the prime that all other options are compared (to steal from F1). I don't think SD can be blamed for doing a HA rush in this game, but I am certain that he could have done a better job (three cities! Three! He should have had at least 4 and possibly 5). And that is what annoyed me about that damned Holkan rush: he played it completely wrong and got lucky, and I suspect he may have gotten at least a little lucky here.
No one else responded to his rising power, no one else saw that he went HBR first and planned a defence. Yuri tunnel visioned on Thoth and has been paying that price for long enough, but I am not sure SD can actually kill Yuri at this point. If so, Yuri is stuck paying that price for a while because he didn't build enough spears, as yopu say.

If they're broken, why do people almost never win after doing them?

Something can be broken in many ways. Resourceless ancient era UU (even the quechua to some extent) can be a lose button that there is often no counterplay to, because at the speed at which the unit can get to a players capital.
Personally, I do not believe that this is acceptable design for a game such Civilization, and if you recall when Civ 4 was first released, horses did not require AH to be visible. This was quickly changed (by Soren) because in ladder play, some players were moving until they found horse and then chariot rushing. This was removed for the exact same reason.
(And lets be fair, how often have the truly great players played an actual ancient rush, when they knew they could simply outplay their opponents? Seven in PB16 picked Monty of Zulu as a handicap and did an Impi rush because he worked out that Retep had no possible defence he could put in place, which is the exact same logic as resourceless ancient era UUs being a lose button).

Got the Stables Event completed, report to come.
Commodore is playing this game stupidly, 8 cities, can't see a copper unit. Going to run to Feud Commodore?
