Guys, I have a problem. My espionage screen looks like this:

I hoped it to go away as mysteriously as it appeared but it persisted for sevral turns by now. Any advice? It is kind of important.

That's normal, you will not get a figure for city visibility until you have vision on an opponents city. Unless there is something else I missed?

Yes, there is. I cannot adjust my espionage spending.

Please do. The password is Capac (my passwords are typically leader's name or some variation of it - for future reference). In the opening screen you need to choose "Oce".
I am running civ in a bugged windows emulator over a very old IOS. It sometimes randomly crushes on me or has graphic glitches which typically go away after I restart. Maybe it is a related thing or maybe not because it is highly unusual for a problem to persist.
No other mods. I do not even know how to run more than one mod in civ.
