Also, "Me no care mate" about them not liking the start. It's not a good capital location. So what, you got irrigated corn and a fish, build the damned palace somewhere else.

Hard to find anything that would worse. Even settler 1st might be better. Capital should have no need for monument unless you're charismatic and even then it shouldn't be high in priority order.

This could work assuming he means bulbing it, since Merchant and Prophet both can bulb CS and he is philosophical (assuming he is Peter  ). This isn't a slingshot though since he needs to carefully plan the tech path. Both GP have it quite low in their bulb order.
